Higher Asphalt Prices Hold
Last month痴 3.8% increase in asphalt paving prices held in September
with prices starting this month with another 0.3% increase. The latest
round of price activity adds to a 13% surge in prices during the first
quarter of the year. Asphalt paving prices are now 14.3% higher than a
year ago, which is down from the peak annual escalation rate of 24% set
last April. Prices for cutback and emulsion asphalt increased around 0.7%
this month and are up between 4 and 8% over September 2002.

Separated At Birth: Two-Piece Tire Assembly Comes Apart at the Tread

Akron, Ohio-based Goodyear Tire & Rubber Co. has rolled out a package that some claim
is the most innovative creation in the companys 105-year history. Product engineers
say the new two-piece tire assembly grew out of a need in the mining business to cut
the time it takes mechanics to change tires on off-road trucks, a process that
often consumes a grueling eight or nine hours per wheel. In development for five
years, the tire assembly is now available in a 45R57, 57-in. configuration and
more sizes are expected down the road.

New Kinds of Public Dialogue Can Unlock Gridlock
The Blackout of 2003 plunged a sizeable chunk of North America into darkness on
Aug. 14, but the outage also illuminated a major problem affecting optimal
performance of the electrical system紡genda overload.
A number of investigations are trying to sort out the cause of the blackout and
the precise sequence of that afternoon痴 chain of events. The preliminary evidence
points to the transmission system as the weakest link. For years, electrical
engineers, systems analysts and power regulators have warned that the portion
of the North American electrical system with the greatest potential for failure
is the transmission component.

LABOR SHORTAGES
A Measurable Plan Can Improve Labor (9/1/2003)

We continue to hear concerns about the shortage of skilled craft workers.
The problem is not new nor is it unique to the U.S. To me, the causes
and obvious solutions are illustrated in the following diagram.
Individual companies, national organizations and many labor unions have tried
various recruiting efforts. Even with increased recruiting, retention remains
a problem. Demographic studies show a major exodus of skilled craft workers
after they reach their mid-30s.
